Abstract

Public relations (PR) are increasingly recognised as a strategic communication function that enhances transparency, stakeholder engagement, and public trust in government institutions. This paper examines the role of strategic communication and public relations in the professionalisation of PR practice within Nigerian government and public institutions. The study is anchored on the Excellence Theory and the Two-Way Symmetrical Model of Grunig and Hunt (1984), while drawing on recent developments in Nigerian public sector communication and PR professionalisation (NIPR, 2025; Federal Ministry of Information and National Orientation, 2025; Bureau of Public Service Reforms, 2025; NIPR, 2026). Using a qualitative, library-based research design, the study reviews relevant literature, policy documents, and institutional reports. The findings indicate that although public institutions have established PR units and professional regulatory frameworks, PR practice remains largely information-driven rather than dialogue-oriented, limiting effective citizen engagement and institutional accountability. The paper concludes that strengthening professional standards, ethical practice, continuous capacity building, and the adoption of two-way strategic communication are essential for improving governance and public confidence in Nigeria. The study offers recommendations for policymakers, communication practitioners, and academic institutions to advance PR professionalisation in the public sector.
